Amex charge cards are not counted against your util for most scoring models. As far as other NPSL cards if they have a CL, then they will count just like any other rev cc. Ie CSP it is a flexible spending cc but there is still a CL assigned to the TL.
If they don't report a limit to credit reporting agencies they are not figured into utilization. But a card like my Cash+ reports a limit to credit reporting agencies so utilization is figured in. Even though it's a signature card and can go over preset limit.

They don't.
However, credit cards with the NPSL feature like many Visa Signature cards still factor into your utilization.
