on my credit report it states my capital one venture as "flexible spending", it is the world MasterCard. What does this mean?

You can spend over your limit, just have to pay what you spent over the limit by the due date

As the other posted stated, it means you can go over the set limit.  But read the disclosures that came with the card.  There should be more info. in there also pertaining to it.
