Yes, they do report to all 3 CRAs. Also you must remember when you do this, you must be opted in and have no security freezes on your CRA.

It comes up right after you put in your name and address, then click continue. One thing with shpping cart, if you moved in the last year, a pre-approval may not come up......unless, you enter your old address. Then if you buy something have it shipped to a differnt address ( enter current address), then call them and tell them that you just moved and they will send your card to current address. That is what I did.

Yesss!!!! I can't believe it! I was just browsing through the forum looking for ideas to improve my credit and I stumbled on this thread . I went on VS website , pretended to buy something =) and got preapproved for $500! First time I tried it nothing happened, then I went into settings and disabled the pop up blocker, tried it again and boom, preapproved! So excited! I've been working hard in the last year to improve my credit score, trying to buy a house and I really didn't want another hard inquiry on my reports so this is perfect! I would have never known of this without MyFico community, thank you guys!

Well that's good to know. I am not opted-in so that might explain why.

Just got approved for 750, but I couldn't use the shopping cart trick because I'm opted out. I'm glad you guys brought that to my attention. I'd been pretend shopping fishing for a preapproval for a while to no avail.
