WOULD MY SISTER QUALIFY

For Penfed or NFCU or any other CUs.  She was married to military and has child with him.

You don't have to be military or have any connection with them whatsoever to qualify for PenFed. Go in this way:

One-time $20 fee for NMFA, and then the usual $5 fee to join the CU itself. Tell her that the inq will hit upon joining PenFed, not when she applies for a CC, loan, etc. Always, always on EQ.

 

As for Navy and USAA, I think it would depend on whether the ex is a member, but I don't know for sure. Navy has lots of wiggle room. It would be worth visiting their site.
