My only experience with the Walmart financing promotion's are in store. Usually the cash register's or customer service desk has the promo flyer's with the info and promo instructions. I've also seen them on my statements but they say for instore use only. Amazon also runs the same promo's and it's automatic in my experience.
I used the promo in-store for tires. I usually get an email from Walmart Card Services with the promo code, but flyers are also available in store. The cashier must scan the code when ringing up the purchase. The current promo offer expires December 31, 2015.
The spending categories for the 0% financing are as follows:
6 months: $150-$298.99
12 months: $299-$428.99
18 months: $429-$598.99
24 months: $599 or more

You could always stop by CS desk and ask questions. Or make sure the cashier scans the promo for you. I have the Walmart MC, but I have never used the financing promo. When it's time to replace our tires, I will definitely be using it. I forgot all about it until I saw your post.
That's actually a good reason for me to keep the Wally card...I hadn't even thought about using it for tires, but that does makes sense. I won't need tires for a while, however, since my car only has 15K miles on it.
I usually get emails a few times a year (usually around the holidays) for special financing. It says to print it out and use in store only and will have specific dates that it's valid for. I'm not sure if they have them all the time in the store or not.

I got the Wally card in mid 2013 with a $600 SL and got a $100 and $150 auto CLI (LOLOLOLOL) over the next 6 months or so... and closed the card late 2014.
I didn't shop there and Synchrony hates me because apparently my Ch 13 from 6+ years ago that didn't include them is bad enough to warrant joke CLIs or none at all.
But then they gave me a $2500 Sams MC in March. I actually do shop at Sam's so it's good... and still no luck with CLIs although I'm expecting that to change soon due to the fact my Ch 13 derogs are about to fall off my reports.
Synchrony either loves you or hates you...

Will they do the promotional financing at Wal-Mart on the Sam's MasterCard/Credit?

No idea. I don't shop at Walmart.
