I called in to see how long my account had been opened and decided to ask about a conversion. They told me that I could convert my (vanilla) Blue to a BCE card if I wanted right away since there was no annual fee. I would lose my sign on bonus though (10,000 crummy MRE points after spending $1K in 3 months). I'm going to wait until the MRE points are in my account before I do any conversions.
