Is there a website where you could sell giftcards for cash?  If you take the 1:1 giftcards and sell them for cash via another website its like getting 1:1 cashback.

Yes, Plastic Jungle and Cardpool are two examples. You need to use high value gift card such as Walmart and Target. Do NOT use gift card like JCPenney or Macy, this is what we called low value gift card (you can buy it for very cheap, but it also means you get little cash when you sell it).

You will never get full 1:1 when dealing with gift card reselling. Selling a Walmart gift card ranges from 92% to 95% return.
