I've got UNFCU Elite in my sights, 9.99% APR, but it will be a journey to get there. I figure May 2016 things will be prepped sufficiently.
Also a PenFed card, 9.99% APR.
Both because they have Chip +PIN.

I think many, if not all cards will have Chip +PIN by 2016.

Penfed doesn't have "real" chip&pin in the sense signature takes priority. And at least for now, you cannot change the PIN.

I think many, if not all cards will have Chip +PIN by 2016.
They will be EMV Chip, most seem to be going Chip + Signature however, rather than Chip +PIN.
