Only can answer for Barclay's - 99% chance of TU for CLI... Although I would wait for 6 or 7 statements to cut and call and ask for an Apr% reduction then after that use that as a segway to ask if a SP CLI is available.

Barclay's pulls only TU. But CreditCuriosity is bang on target about soft pull CLI via Apr reduction. I went the same route and was approved for CLI that way. Discover and Citi also try to give CLI with soft pull, if not they ask for your permission before they pull. Discover pulled TU when they denied me a CLI. I've have no exp with Citi

When I get my citi card, can I do a sp cli right away?

It didn't allow me to do it right away. But I'm sure you can call and ask because they just pulled your credit and a computer spit out your limit. Maybe they can rerun their numbers manually with the same credit info.
