Any of the three major bureaus as Crashem correctly states; underwriting criteria varies wildly per Citi product. Which one were you looking to apply for?

They almost always pull EX for me, but they did pull TU once for a CLI.
Most people here report that they pull EQ for them, so it varies a lot based on where you live and what you're applying for.
