I am looking to get the green card from AMEX but people said i should wait 6 months.

Charge cards are a whole different animal when compared to credit cards. You'd have to show that you'll be able to pay the card back in full every month, since the green card has NPSL. Credit cards are easier to be approved for because your account could have a $5000 balance and pay only the minimum and still be in good standing. But a $5000 balance on a charge card has to be paid on its due date, in full.

Income is a big thing.

as stated income, past history of payments to creditors, what you currently have, your credit score, etc. There are many factors taken into consideration when deciding whether to grant a new credit line, its all about risk..

You must wait 30 days from the decline but if you weren't approved for the Plat and nothing has changed in your credit- the PRG will be a decline too.

it is the same UW for all their charge cards.
