I had no credit when I initially apped for US Bank and was given a $300 limit.
I just built up my relationship with them. I don't think they ever made a decision based off my credit score.
You would have a shot at their student card (or basic plat visa). Then after a 6 months ask for a credit limit increase. Then after another 6 months you could see if they could switch it to a rewards account, or approve you for a rewards account.
I don't think you could go straight to one of their higher level accounts.

Do you have to be a student tp get a student card?

When was the last time you tried for it?
I would think they would offer it to you with a toy limit like $500. If denied you might have a chance to recon for a low limit. Then build up that low limit.

They do not verify enrollment. Being 23 is pretty much right within their targeted market for that card.
