It means not applying for new credit.
There's some other stuff to it, but I didn't read the pamphlet.

Wrong, as some store cards do not require HP, but are still absolutely considered a new tradeline and thus resets your garden date.

You're both right, actually.
Gardening is setting an amount of time where you will not take any action that either generates new HPs or new TLs (tradelines, accounts). This is to help things age on your reports and may lead to a score increase. Also, many lenders look favorably upon not having too many new accounts or attempts to seek credit.
I bet RedMiniStapler has 100 INQ lol ..Not sure how to avoid INQ without the garden ..
The garden thread's first post offers some info on what gardening is and how to do it. It goes into pretty large detail.
In a nutshell I view it as no HPs and no new accounts/tradelines. SP CLIs are definitely okay, but nothing that generates a HP or new account.
