I'm at 13.99% for my NFCU card, which is currently the highest APR of the cards that I use.

Well, NFCU is a lower interest rate compared to most banks. I think that other CUs will offer better interest rate, though.
But its not a bad interest rate in general.
I don't know what the average is, but mine is 10.65%
