Mine would be my MB Financial MC (Chicago bank I use to work at). The rate is 11.9%, which is actually not the lowest they offer. Limit is only $3500. I never called to try to have it lowered since I PIF. Rewards are actually pretty good for travel if you live in Chicago.
Other cards:
PNC CashBuilder - 12.99%

Amex BCP - 12.99%
Cap1 QS - 13.99%

Did you have to call in to get it decreased from original? Yes, it started out at 17.99 as a secured card and once it graduated it was automatically decreased to 14.65%. I sent a secure message a few weeks ago asking if I was eligible for an APR decrease. They got back to me letting me know that they lowered it to my now lowest APR of 11.65%.
