I think for most lenders, anything above $20-$25k requires documentation to verify income. I know that Bank of America can issue cards up to $250,000. That might be the cap. I think Discover caps at $100,000.
I believe Discover card caps at the 14-16K range per account.
I know someone with a $50k Discover, verified because I have heard the automated system say it lol

My highest is my PSECU Visa at $15k. Next highest ones are Home Depot at $5k, Lowes $2500 and Cap1 at $2250. Not bad considering a year ago my high limit was $750
