My (future) wife negotiated that back in the late 90's.  I have no idea how she accomplished it but whomever she was talking to was in a good mood that day, especially since it was a Slate card and it's not like my wife was rolling in money back then with a government job.  She tells me now that once we get our debts down that she wants to negotiate more of our cards down like that, but I tell her that this card is a "unicorn" that no one else has...well, no one else not liquid several million dollars.  The only time we tinkered with the card was two years ago when we managed to catch Chase in a good mood and got the credit line extended by 3X to $25K and a product change to Freedom.
