Worst: don't know, I never carry balances. But they're all decent.

Yes, apparently. But it is hard to get. There are some that recommend getting a Cap1 Platinum Prestige for the Low APR and then PC to a QS WMC.

Best: NFCU Cash Rewards at 10.44%

Worst: Discover It at 22.99% - it's funny how they have no issue matching NFCU but won't budge on an APR decrease.
