Amex BCE! I have gotten back $125 from my purchases on my BCE as statement credit and some $30-35 from offers (iTunes, Panera, etc).
Discover would be a close second if not for the very low CL (right now at $1k from $750 via an auto CLI).

Well, for me, the answer varies often (much to my wife's chagrin) depending on what card I'm trying to reach an initial spending threshold on, or is running a special offer like "extra 2 points for every dollar if you spend over $2,500" or has 0% APR or something.
But my fallback through thick and thin would have to be the SallieMae MasterCard, 5% on gas/grocery/bookstore. In second place would be my Fidelity AmEx, with 2% on everything.

you should get the citi double cash back for all the purchases that your current cards don't get atleast 2% on them.
