The general rule of thumb that I've been told by banks/CUs is a minimum of 6 months. Keep in mind most banks will do a HP for a CLI (incl Barclays for sure).

I don't think that there is a ever a bad time to ask for a CLI assuming that your account is in good standing.
Just look at it from the creditor's perspective and give them a reason to increase your limit.....like 6 months of positive age, or 1 year, etc.
And of course be prepared for them to hard pull your CRs, and ask you questions about other accounts, inquiries, balances, etc...

I have the Itunes Barclays and after 6 months they bumped me from $1k to $2k, then 6 months after that they bumped me from $2k to $4k.... I have not asked for a CLI they have just been on target every 6 months with them.
