Merchants/vendors pay a hefty price to accept CC's.What mortgage company would take a $30 per $1000 hit every month? Paying one CC with another could be construed as a form of Ponzi scheme. The debt didn't actually get paid, only moved to another account. If every CC issuer accepted CC payments, you could conceivably send the same payment around and around and around and never pay anyone, but amass a truckload of rewards.

Banks don't like that kind of flip flop. Even if it was possible I would not recomend paying one credit card with another.

I know people that used to do that and became bankrupt at the END.

And if that happens, banks would adjust and not give rewards on payments of a certain kind etc.   As mentioned elsewhere, you can sort of do this today, somewhat indirectly, e.g.: use credit card B to load Serve, or buy debit cards to load bluebird, to pay off credit card A.   And then use A to pay off B.  But limit and/or fees get in the way.
