Who does Capital One report to/check for CLI's?

Cap One provides weekly Vantage Score 3.0 through Credit Wise who pulls TU, I'm assuming TU report is what they use for SP CLIs.

It's a SP (assuming from all 3 CBs since their apps are like that) for CLI requests but even with that the more important factors are internal with them when requesting CLIs; they look at current SL, usage/utilization, payment history, and so to determine what, if any, CLI you get from them.

They'll pull all three bureaus for account review purposes. They did soft pulls on me from all three during a three week span this past December and January. There were no new pulls when I did a CLI request on Feb 1.

They really like customers who use the cards heavily and pay in full.
