From my limited experience seems like discover and credit unions are only ones that us eq solely on application . some of the more experienced people on here can also chime in
Chase sometimes pulls EQ .. sometimes when you recon you can ask that they pull EQ.

Unfortunately, lenders may not complete the app until you unlock your CR's. On the case of a double pull, the OP will have an inq on EQ and due to the condition of EX/TU CR's his app would be declined.
Also, I'm sure you are aware that myFICO does not advocate the freezing of your CR's so that lenders are forced to pull a more favorable bureau.
Target and discover are the ones who pulled EQ for me.

It's a bit much to expect everyone to list out every possibility and the CRA used can also depend on one's location. I suggest Googling and looking at the credit pulls database.
Try googling credit pull database, and use the form there. While its also not 100% (similarly to general advice from people spread around the country) it also takes into account your state, and might give you a better overall picture.
