Which gov agencies regulate credit card companies?

I applied for an amex card using my corp tax ID only and they got my SS# and pulled my personal credit without me giving them permission. They will not fix it so I would like to report them to whichever agency regulates them.

The Office of the Comptroller of the Currency controls National Banks and the F.D.I.C. controls they rest.
