From personal experience, I'd say Citi. All others approved me EVEN with the wasted inquiries on Citicards beforehand.

I've wasted 2 inquiries on citi, 2 on amex and 2 on chase on my EX report the past 4 months... all denied.. those three were the cards I would like to have in the future including discover... ... so citi is the most.... how about discover and chase?? I think amex is not so inquiry sensitive cause they have their own scoring system....
