Why don't Sig or World cards report CL?

Does anybody know? I know there are a few banks that do, but why don't most banks report CL's for Sig Visas and World MC?

I believe it has to do with the fact that if you actually used the biggest perk of a signature card of going over your CL and they did report the balance you would be put way over 100% util.

Mine reports to all 3 BOFA World MC Merrill+ VS PNC VS Chase World Does'nt
