This is why I prefer to get things in writing... or at least screenshot the online chat.
That certainly helps but from experience Amex does not seem to care much about what a rep said in a chat and rarely will honor what was said if it's counter to their existing policies. Either way, I wish you good luck.

I guess it's just a matter then of calling up AMEX, finding a rep who says there is a 60 day full refund period, then saying 'ok, I'd like to cancel the card'.
Its an automated process. Upon cancelling, the system will advise how much the refund is and process that. Apologies if you've been given misinformation by a prior CCP.

Just for clarification, are you saying that the annual fee is fully refundable 30 days from the date the annual fee is BILLED (December 27), PAID (say, January 11, for example), or DUE (January 27)?

Right. Amex fairly recently "clarified" some of the terms and conditions, to state that the written agreement is the only contract and cannot be overridden by verbal or other statements from employees.
This makes sense for most big businesses, you don't want to have to take responsibility for what a rep may say (maybe they are losing their job due to cuts etc). Of course, a business may decide to honor it if its not too costly, but certainly they don't want any legal obligation.

But is there a written argeement on the refundability of the annual fee?
@AskAMEX on Twitter and phone rep both concurred with the online chat rep- 60 days. If the rep here who is saying 30 days turns out to be correct, I will file a CFPB complaint with the Twitter, phone, and chat logs as evidence saying that AMEX is giving false info via customer service.
