Discover is card that I want so badly, idk why.
Other card I really want to have is CSP, but I am waiting to get an offer on chase pre qualify site.
I have 11inq on every CRA, and my fico scored are 690-700
In the past Discover denied me based on the number of inquiries that I had. At this point I think you need to wait for your new accounts to age and those inquiries to fall off. For the CSP you will now have to wait 2 years with the new Chase regulations, no more than 5 accounts in 2 years. You are already past that limit. Don't worry, you will get to the point where you will be able to get it. Remember, building credit takes time, patience is the key.

5 accounts from any lender, and this policy seems to apply only to CSP, Freedom, and Slate.
That Chase policy is boilerplate.
My sister and coworker have both opened 10+ new accounts, 6 revolving, 4+ store cards, in the past 6 months and are still being approved for Chase cards. One just got a CSP, the other the Ritz Carlton.
It comes down to strength of profile, and negative history with other banks, most specifically Chase.
Chase isn't the only one though, think how many times any of you with baddies have went on an app spree and been approved, only 2 months later to apply again with one of the same lenders and get a denial with the drudged up "previous derogatory accounts, serious delinquency, blah blah blah". Even if your score has improved, since they rolled the die and opened an account with you prior.
Remember, YMMV always. If you have a clean record and you think you deserve it, go for it. If you get a denial and still think you deserve it, recon.
Worst case you find out where you stand and what you need to do to get where you want to be.

As always, it is not simply a matter of time. What were the reasons for denial and have they been addressed?

You should know exactly why you're applying for any card. Don't just apply to apply.
