YMMV with Discover CLI's (as with everything else). I just went from a 15,000 limit, soft pull CLI to 19,500, then took a hard pull CLI to 24,500 after providing proof of employment. I've had Discover since June 2012, so a little over a year old (was originally a Discover More with a 10,000 limit).
