Would This Count as a cash advance or purchase?

So im buying something from someone and was just going to enter there email into paypal and just send the funds. My question is would that count as a cash advance or just a regular purchase. The card i plan on using is the double cash. Should i call citi and ask them? thanks guys

I've sent money over PayPal, for me it's always been a normal purchase

Anytime I use PayPal, it's charged as a purchase. I think the only time it's a cash advance is when you physically get cash at an atm.

^ or online transfer. But I agree I don't think this would be a cash advance.

It's a regular purchase, it will show it on your statement as Paypal...not the individual you were actually paying.  I bought a car from a friend through Paypal and used my AMEX to get the miles
