Hi,
I got approved for AMEX BCE on 06/20/2013. This is my previous post about it: http://ficoforums.myfico.com/t5/Credit-Cards/Got-Approved-for-AMEX-Gold-and-BCE-Updated/td-p/2237385 Today is my 61 days anniversary.
I applied for a 3xCLI online around 1AM EST. I got a 7-10 days message and about a minute later, I got an email from AMEX saying that I was denied because it is still 60 days. Therefore, it seems like AMEX does NOT operates in PST, EST, or CST.
Then, around 8.00AM, I applied again and got instantly approved from $2000 -> $6000. My current credit score is around 700 across three bureaus. My current utilization is around 2%. I let BCE reported a balance around $100 each month then pay in full while I never let my AMEX Gold reported a balance at all.

Nope! Back on my 61st I wrote about this here.
My experience was similar: Item of note for the impatient, I'm in Pacific time and the AMEX web server seems to be in Eastern time. If I log in, then log out, then log back in again, the little area on the left shows my last login time was three hours ahead of Pacific. So thinking I could cheat the clock a little I waited until 9:15pm last night. The website showed 12:15am and I tried the CLI. No dice! Like most things, patience wins.
May be their system does not operate in any timezone lol
