Yes, though I'm not certain if that is Amex-wide, or specific to an individual (me in this case) as my internal and also credit profiles improve.
It's a reasonable business decision though, some of the reward redemption methods are definitely suboptimal in the Amex universe, if they garner more folks to take a lower value one ithan maximizing their points, that drives more profit for Amex.
I'm not a fan of complicated points systems for rewards, but I can't fault them for trying to leverage impulse point spending.
