best low apr no rewards card?

I'm guessing its the navy federal platinum card which is most likely to give the highest limit? For future reference I would lime to have a low Apr no rewards card in case I ever need to carry a balance. For those of you who can't get in with NFCU are there any other top contenders out there?

Check a local CU.  In San Antonio, RBFCU has rates as low as 3.9%,

Clark Howard recommends a site called NerdWallet.com to compare credit cards. It looks pretty solid, and I'll refer to it when I start looking for my next one.
