You won't necessarily find one and yes it's by invitation only.  But, there's a few forum members that have the Discover Premium Plus, namely mxp114.

I can't imagine allocating even $1 on a 1% cashback card, let alone $40,000.

You have to consider the other rewards like the 5% categories & shop discover 5-20% back. But yes 40k still a lot.
