Hi fused,
Just posted it without writing stuff first, thanks though.
Got it!

I got one single charge of $75 for the AF.

Apparently, my letter for DW got Scottrade to change their policy of doing hard inquiries for IRA accounts. They changed the pull from hard to soft, and -- now -- they supposedly only pull soft for new IRA accounts (I don't know their policies for other accounts).
It wasn't for the purposes of credit, it was actually to comply with the know your customer rules in the Patriot Act. They can get that information from a soft inquiry (just like PNC did when I opened a checking account -- they also pull Chexsystems, but I don't really know how that works).
When Apping for the Blue Everyday card, did you have any existing AMEX cards? I am considering applying for that or the Preferred version with EQ 775 and Transuntion 770 (both pulled here at MyFico). The only baddie I have is a 30 day late from 2.5 years a go, So I think i may have a good chance of Approval but have no current Amex cards.
I was just approved for the preferred card and I did not have an existing account with AMEX. My FICO scores are EQ 781 and TU 765. My last baddie was from 3 years ago so I wouldn't think you would have a problem getting approved.
