Good question. I would suspect it would involve two pulls, but I'm not sure about that.
As far as whether it counts for one inquiry, as far as FICO is concerned the answer is yes. FICO would deduplicate them even if they pulled twice, but they would still show as two inquiries on your report.

FICO de-dupes same-creditor INQs, similar to the way that auto loan INQs are de-duped. Except in this case it's not the type of INQ that matters, but the actual creditor.
