I have 2 Chase cards. The first I got in 2005 and it started at $3000. I was given an auto CLI of $1500 near the end of 2007 or early 2008. And that's it.
The second Chase card started at $6500 in Oct/Nov 2007. I called in June 2008 and asked for a CLI. They asked me my income, to which I responded with both my full-time and part-time jobs combined salaries and did a hard pull on my CR. I also mentioned that my BoA card was at my highest CL at the time and I wanted something compareable. They then doubled my CL to $13K, though still $900 less than my BoA CL.
But I don't know what other's experiences with CLI's from Chase are.
