citi hard pull

ok I called citi and asked for CLI and it was declined, I asked her if she pulled my report and she said no...today I check my report and guess what? a HARD pull on EX...so I called CSR again and they said no way for them to reverse something that's done. What should I do?

Probably not much. They are well within their rights. Thank you Citi for all the soft CLI's the past few years. New game now I am afraid.
