Have you tried HSBC, maybe you can get the BofA 99/500?  Might be worth a shot... Also look into credit unions, they tend to be a little more leniant.  Im surprised Cap1 turned you down.

Cap One is getting strict. They used to pass out their 300 CL + AF starter cards like they were after dinner mints.
