When was your BK filed? Are you a member? Have you called them and asked if you are eligible for their secured card?

I would look at this institution. Of all the secured cards out there, I see many positives regarding this one that others do not have.
1 The worst CU is better than the best bank.
2. DCU is known for
a. being very disorganized
b. snatching back their offers

I know I'm sorta on the late freight but I've been a DCU customer for nearly 10 years. I've had many loans with them. Personal, car and was even pre-approved for a mortgage loan but decided not to buy a home back in 07'.
They are an excellent CU. Better than most with a lot of benefits that even most other CU's don't offer.
I personally have never known them to be disorganized or the other things you said.
I won't bank with anyone else.
