I agree with you, but just wanted to point out that 9.99% is not the lowest APR offered out there.

approved! what will be the next card I can try to apply? I was looking at US Bank Cash + Visa Signature Card but there is no option to apply online

Yes, it is branch only at present. But that really is mainly a reward card (a good one!) rather than low APR, with APR on new cards of a minimum of 13.99. As previously mentioned, PenFed Platinum Rewards will give you a 9.99% APR, and often a limit as least as high as on the Cash Plus. This gives the same grocery reward as the Blue Cash Everyday (but is uncapped) and gives 5% on gas rather than 2%. (Personally, I prefer this to the BCE!)
