You could take your BCE @3.5k, apply online for 3X your limit increasing to 11.5 total. Wait for that to report at CB, then app for DCU Visa Platinum 8.75% or PenFed, although that's jumped to 10.24% recently it seems. With your scores you ought to get a good rate.
Nice thing with PenFed is a single hard pull is used to open an account, apply for Visa Promise, and anything else you might need as is good for 90 days. DCU will be separate HP for each. Both lenders use Equifax..

I tweeted them it doesn't count for membership. Penfed it is.
Grandfather might be enlisted military, but if he wasn't or isn't an NFCU member, no dice. That was my conversation with them a few months back regarding this point.
