As a pretend voice of sanity, you shouldn't check until you know of a particular card you want. Then check on the issuers site to see if you are prequalified, if so apply, if not, and your scores seem OK for the card, maybe apply anyway.
Prequals show you the cards the lenders want you to get, not which are the best for you. Checking and then apping is a great way to get a lot of cards that don't suit your needs, e.g. Chase Slate when you don't need a BT

Should is up to each to determine. I never bother with them. One can't rely on prequals as one has no idea when the soft pull was performed and what might have changed since then.

Those should be indicators and he doesn't really need the prequals to tell him to cool off for a bit. Rebuilding takes time and a credit profile in that stage can only handle a small number of new accounts, generally speaking.

Yup, on the websites. Chase,Cap1,Amex,... Those are the ones I have found rotate the matches every week or so

Be leery of cards "RECOMMENDED" for you... that is not a prequalification or preapproval. I get that from both Discover and BOA.
If your credit report is locked will you still see if you prequalify or you have to unlock it
