Credit improvement is a slow process and you need to build a solid foundation.
There's always going to be a wedding, funeral, party, or some other reason to spend money. You can't lose sight of long term financial goals or the differences between credit, debt, and cash.

You only have to put part of the purchase on your Kohl's card to get the discount/use their coupons. Even if you have a CL of $300, it won't cause a problem. Charge $100 (or $50, or $10, whatever) on the Kohl's card and put the rest of it on one of your other cards. The cashier's at the register can do it easily, just tell them you only want to put part of the charge on the Kohl's charge card.
Granted, that won't help you online, but in store it works. That's what we do pretty much every time.

+1
Besides Kohls has plenty of really nice suits for under $200 as well.
I see them on the circulars all the time, hell, my "interview suit" was bought there on sale at $168 and then an additional 20%.
