new credit and department stores

i was wondering whether major department stores give cards when someone hasn't credit history...or a week of credit history..

my very first credit line was from a store card.
i was just starting college. had no real cc's, had school loans starting, and a joint car loan.
that was the extent of my 'credit'..and banana republic gave me $1000.
granted, this was 3-4 years ago. i'm going to assume things have changed substantially since then.
