All it does is allow you to spend the money in your paypal account or if you have paypal buyer credit I believe you can set that up as backup funding for your debit card and it will pull from the line of credit.

If you have a premier account, you get 1% back for signed purchases through the debit card. Since I have it hooked up to my paypal buyer credit, i get 1% back on all purchases. Pretty much turns it into a cash back account ;-)

I still have the old grandfathered 1.5% cashback premier account.  I just tie it directly to my checking account and haven't had an issue with it.
