If you receive one of these, are you more likely to get accepted?

DW had an old Cap1 card that went 120 days late and we settled on.  a year later she starts getting offers stating.  "We lost you as a customer and we don't know why.  We would love for you to come back and get this great offer (insert great offer here) that you are prequalified for. 
 
She fell for it once...Hard Pull response, you settled with us no go!
we received 6 more letters in the next 2 months stating the EXACT same thing (but the letters were different shapes and sizes and colors.) 
 
Also the amount they preapprove you for is worth about as much as the ink to print it.  They still have to hard pull and see if you are deserving of the offer.

I got the same offer with CapOne, with a settlement on my account with them.  They approved me for $300 at the time.  Of course, I had orchard for about 9 months at the time.  Maybe that played a role?  Anyways, up to 1K now only 7 months later.  Capital One hasn't treated me wrong yet.
 
However, BOA just denied me on a preapproval for a previous chargeoff with BOA.  What kind of rediculous horse hockey is that?  Sending me a pre-approval without any intention of approving me no matter what?  I did not appreciate it.  I just assumed that BOA was giving me another chance like Cap One.

Well looks like I def will stay away from boa I have a charge off due to drop off in october 2008 so I know now they would just deny me even if I wanted to go there
