I was instantly approved for $19.5k on my cash rewards card. Nothing was sent to them previously. I thought they might reduce it but they didn't.

You can immediately request a CLI. Whether you get anywhere depends on your credit and income and their criteria. Some have been successful with PenFed. Some have not.

PenFed is like any other creditor and uses credit and income to determine limits and CLI's. Where they differ from some is their conservative tendencies but criteria can and do among creditors as it is and PenFed's not unique in being conservative. Cheap has nothing to do with it. Creditors vary in the amount of risk they're willing to take and what they're willing to extend to a given credit profile. If such a creditor doesn't work for you then there are plenty of others out there to choose from with more lax approval criteria.
My starting limit with them was $30K. YMMV. Everyone's credit and income are not identical.
