Yes, unfortunately.  Once you apply and are approved, the card will report.

thanks cheddar, appreciate the info. I guess i will keep it then, maybe through a miracle, tehy will give me a cli lol.

Well, it's not that they don't give CLI at all.  It's just that you can't request them.
 
They're actually reported to be pretty good with CLI at 6 months and 12 months, and each year thereafter.
