Lowest -- 8.99% on my Navy Federal nRewards cards.
Highest -- 22.49% on my GM Card
FWIW -- Most rewards cards have relatively insane APRs for prime/super-prime customers. So, APR is not necessarily an indication of creditworthiness.
Parkvale Bank Visa (Pittsburgh Area) 7.9% for 3 years to all new accounts
puts all my prime cards to shame and started me off at $5000 limit when all I had was a capital one with 500 CL over 2 years ago
Lowest APR is Capital One Plat. Mastercard 10.9%
Amex Optima Platinum, opened in 2000 6.4%... I want to say it's Prime + 0, but if that's not the current Prime then at some point they must have locked it because I know when I use to use it SO many years ago now (reduced CL from 25k to $500 in 2008 I think) but it use to be up in the 8-11 area I think I remember.

I got the Southwest Card like last year... Starting %13.24 now I believe its %14.24

Penfed Promise Visa - 7.99% for the first 36 months then 9.99% for life.
USAA World MC - 10.9% permanent, but 4% for 12 months after deployment. I deploy at least once a year so for now it's permanent 4%.
Hah I lied, 19.94% on my Amex Clear. Pathetic!
